Locked region, no founder, no delegate, password protected

Hello, my nation is the last remaining in its region, which had been founded by a different nation, which is now either inactive or deleted and has been so for a while.
Once upon a time I was the WA delegate and after yet another invasion I decided to password-protect the region.
Since then I lost the WA delegate flag. Other nations have disappeared and/or became inactive so I have remained the only nation in the region. It is possible that other nations might want to join but they do quite surely not know the password.
As I am neither the founder nor the delegate I cannot admin the region to remove the password.

If I leave the region, can I refound it with the same name?
Otherwise what could be done so that I can gain admin rights on it?

Yes, you can refound it. It is highly recommended that you find a way to archive the contents of the region, like https://archive.org.
Especially such an old region.
