War Mechanic

I think it would be nice to add a war mechanic. If a country is bothering you, or you just want glory, there would be a mechanic for you.

The Mods have said multiple times that they won't add in a War Mechanic. If you want to have an attempt at war, the "Challenge" Mechanic is the closest thing to that
