If you look at Francos Spain in the boneyard it says: "Retired: This name has been retired.", how does a nation get retired? Can it be refounded? Are there any more retired names?

According to this post a few years ago, names that are retired are those of former prestigious players from the early days of the game that hadn't reached a population of 500 million, which is on of the thresholds for names being available for reuse.
You ever woke up one morning and just decided it wasn't one of those days and you were gonna break some stuff?

Retired nations can be refounded by their owners.
What the 'retired' tag does is prevent that nation name to be recycled and founded as a new nation by someone else. The name is forever reserved for that particular player to ensure there is no confusion caused by the name being re-used.
