I just became Delegate of my region; I went to compose a welcome TG but below the "To:" field it says "(Cannot create Welcome Telegram yet: You need to hold office for at least 26 hours.)". I've only been Delegate for 14 hours. However, I tried writing the TG and hitting send anyway and it went through. I am still unable to send region-wide TGs, this is specifically about welcome TGs.
