The Tourism boost from having a high Environmental Beauty has long been admitted to be excessive. Full support for this beta. I really don't know what "national personality" means though (Ideological Radicality? A hidden stat?).

I'm guessing stuff like Niceness.

Maybe culture and safety play a bigger role, since those two factors would make a nation suitable for tourists.

It doesn't say in which proportion those are factored, only that all four of those are included, and that "national personality", whatever that is, is listed separately from culture and safety.

I still fail to see how countries strong in all of those weighted areas are still taking big hits. While environmental beauty may be weighted heavily, it is almost always when travelling for leisure or pleasure. Perhaps we should distinguish tourism for pleasure and business travel. With the two being separate countries that went towards greener pastures keep their tourism, but nations that went and supported exploiting resources and big business, get their travel and tourism benefits and the recognition for planning international economy.

I think it's weird that nations with no environmental beauty, no culture, outlawed civil/political rights and near zero tourism currently (like Tim-Opolis) are seeing 10,000% increases under the proposed new calculation. I think the new calculation might be over-weighting low crime.
