I am a new account and I don't seem to have this feature unlocked yet. However my friend has an older account and he can do this. How old does the account need to be?

If you want to post on other regions' message boards, then there needs to be an embassy between that region and yours.
As it stands now, your region currently has no embassies with other regions.

Take for example, the region that I am in - as it has many embassies with other regions, I can post on their RMBs, as I am a member.

Ohh that makes a lot more sense. Recruitment is best kept for telegrams then I suppose

Just adding on, you have to have an embassy and also the other region has to allow you to post (you can disable it, or limit it to nations with certain officer powers from other regions).

Also recruitment wise - you can only recruit on the RMB if the region is a game created region or marked with the Recruiter Friendly tag (https://www.nationstates.net/page=tag_s ... r_friendly). That said, it is not very effective, and sending TGs are much more promising (although still have a low rate of return, as lots of people are trying to persuade the same people to move). Also - just in case no one has made it clear, you do need to mark TGs as recruitment, otherwise mods will intervene.

and it depends on the region and whether or not they allow access to post in their board
