I don't get it, I've been trying for half a year to raise my CR without my political freedoms and... one issue makes my political freedoms jump up 11 while In the last half year my CR can't budge.

Your civil rights have gained small rises recently (most recently on the 23rd and, previously, on the 21st of this month -- when they did rise with no rise in your political freedoms).

When any of your freedoms approach either extreme -- either higher or lower -- you will notice that the magnitude of your changes becomes smaller. This is simply the way stats work.

However, you are still receiving changes in your civil rights.
