Can anyone please explain the names and criteria of those hidden banners, and when they were retired?

Can't see what they used to be tied to (if anything) but I can confirm that they are in our big pool of unassigned pics now.

I recall having checked once and finding that there's quite a few unused banners. You can find them by trying numbers beyond the highest in-use number and seeing if you get a 404.
I think that mostly they're images that were cheaper to buy in a single package deal rather than individually, but that the staff currently have no use for.

We bought a time-limited membership and simply selected everything we thought there might be an eventual need for. The IEs can pick from a list, but we've probably still got some leftovers.

Well, that escalated really quickly to a point that NSindex now has a full table of images. Now I am tempted to call for more editors to catch up on the interconnected nature of NationStates’s imagery.

A list of all images used by policies can be found on my site. It includes some that aren't used by banners.
What I'm curious about is what the letters stand for. Most of the letters seem to be organized by what the image depicts, rather than strictly what subject it's used for. I've been able to guess many of them: a = agriculture b = buildings c = cities d = ??? (damage? dumps? most of the banners are about bad stuff) e = economy f = forest g = government h = ??? i = industry j = - k = ??? l = landscape m = military n = ??? o = ocean p = people q = ??? r = ??? (some look like ruins, some look like rural...) s = ??? t = town u = underworld (or maybe just urban, both of the current ones are about crime but the remaining unused banners don't seem associated with it) v = violet w = ??? (world?) x = ??? (tends to get used for really weird stuff) y = - z = ??? eg = egg tv = television wa = World Assembly

Hola,
It will take some time due to the large number of banners (I just added the policies), but as far as I am aware, the V, EG and WA series have a definite meaning.
Maybe the admins will be able to explain the other groups.
