Are there reoccurring issues?

are there recurring issues? I seem to have gotten "A whale of a time" at least 3-4 times, and some others. I just dismiss them and its not a big deal im just curious.

They do recur. You don't have to dismiss them; you already know what will come of the choice you pick, so if there are desirable effects, just pick that one every time.

Potentially so, anyway; but if a nation changes significantly then it might no longer qualify to continue receiving some issues that it had previously experienced.
