Some minor help needed

I've got two different issues of varying importance to be solved.

First, the more important one, is about the %NATION% tag. I've been told to use either %NATION% or NATION_NAME wherever I want the recipient nation's name to appear when sending mass TGs. I first tried both by sending a TG to me, that didn't work. Then I tried sending sending the same TG to my puppet nation, and that didn't work either. If anybody knows the correct way of doing it, please tell me.

Second, I want my nation to be a Benevolent dictatorship. Currently I'm a Libertarian police state @ 73 civil rights, 96 economy and 20 political freedom. According to the diagram we all know, I'm supposed to boost my economy (or I was back when I was @ 87). Do I then have to get 100 economy to be a Benevolent dictatorship or it's simply not freezable?

%NATION% only works in mass telegrams, not ones sent individually.

I think you need a value a bit over 67 to move into the high category.

No, it's not helpful at all. Though I already got the answer to my question.

Btw, I'm attempting to use the nstg-net to send recruitment TGs via API, but I don't think that it works as intended. Is there any way I can verify that it works and that the recipients do get my TGs?
