I have changed my national classification but did not receive the banner for it... it worked in other nations.

12 minutes ago: Toxic Desires changed its national nation type to "Oppressed Peoples".
•23 minutes ago: Toxic Desires changed its national nation type to "Commonwealth".

By "classification" it means from Psychotic Dictatorship (your current classification) to another one on the ideocube.
