Unlock Leader

Hello, please, I need help!
The population of my nation is 2 billion, but I can not define a leader.
When I access the configuration page I see the following message:
Leader: Unlockable: Awaiting legislation.
Your nation is eligible for an issue that will unlock this custom field. Look out for "Special Edition" newspapers!

What do I do?

Wait for the issue that unlocks the field.

Like it says, it will come with a "special edition" label on the newspaper headline.

The problem is that in the past this issue has already appeared, and I have chosen not to have a leader.
A few years passed and the nation ceased to exist by inactivity.
Now I came back, the question of the leader will appear again?

It will, eventually.

I did something similar, and IIRC, it took about a year to get the issue again, and there are more issues now than there were then. It will eventually come.

Been a member for YEARS, no special edition seen

The idea of barring us from declaring our nation's religion has always been a noxious bit of weirdness. I gave up any hope of ever seeing a "special edition" or of ever getting the "right" to stake out my national religion years ago; so, I made things clear on my Factbook page instead. :p
FWIW, I've never even seen a regular newspaper inworld which is sad because I love political OpEd cartoons. Likely the NS mods would ban them for ruffling someone's thin skin.
IMHO, the game's documentation and FAQs are woefully lacking, both from a navigability perspective and content thoroughness.
Not to sound too sour grapey, maybe the mysterious "special editions" get rained on while sitting in the driveway and are shoveled away by landscaping elves before I see 'em. Or, maybe the stupid 26-day "use NS or be purged" policy keeps resetting the issues clock each time I forget to log in within that aforementioned all-too-brief window and my nation's unceremoniously destroyed? Not my game, so I can only grouse and opine about idiocracy.
At least I've noticed one improvement- my national data is "mostly" preserved when my nation's destroyed, so rebuilding isn't as much of a pita; though I've lost and had to redesign my flag so many times it's attracted the attention of the Flag-Makers Local #24 union dues committee.
FWIW- before a mod sees this and smugly says, "you have turned off issues" - yeah, because the issues so often lacked any palatable option and those that did often ended up resulting in misconstruing my nation's policies in Overview. Presumably, these unwelcome changes with no chance of a re-do are meant to be amusing, but they really aren't. Seems to be a whole raft of new "issues" that more resemble thinly-veiled political correctness social re-engineering commentary than practical policy issues, so I recently opted for Vacation Mode rather than have PC-types derail my nation's Overview any more than they already have.
EDIT - Just noticed the dates of the previous commenters... sorry for being so late to the party. I'll be signing checks 2019 for most of this year, too. :D

Nobody cares about your grievances with the PC police, especially when they’re posted on an unrelated year-old thread

Wow, you have nothing better to do?

I only clicked on it via Latest Threads, Munky, not sure why it was displayed there and don't really care. Your phony claim not to care isn't supported by the speed with which you stuck your proboscis in trying to put me down. I didn't even have a chance to notice and edit my comment and admit I was a year out of date when your holier-than-thou spew was posted. YOU must have cared, sport.

Just knew you’d say that!

The idea that someone cares for what you have to say because they told you your post complaining about the evils of political correctness was both unrelated to the topic and you were posting in a thread that’s been dead for almost a year could almost be funny if not for the fact you actually believe it to be true.

LOLZ @ you

Seriously, you're trying to cya for your initial insulting post by saying you "knew" I'd say that?
Go get a real job, stop playing the self-righteous wannabe-mod. Your desire to defend the PC crowd is the stuff of stupids.
FYI - I felt it WAS relevant, bubba (had to do with Issues) and had no interest in chasing around for a place to post MY observation of the trend because unlike forum squatters, I don't waste a lot of time here.
I'd like to leave now, but I'm guessing you're a troll who wants to drag this out, yes?

That's quite enough from both of you. Munkcestrian Republic, a simple report in the gravedig thread in Moderation would have done the job. Oubliettica, please pay more attention to the age of threads you post in, and there was no need to respond that way. For the record, you have received issue #243 'A Question of Faith' before.

Thread locked.
