I mean the last date of government activity isn't particularly bizarre, it's set to the start of Unix time. Same reason why on occasion, if you go to the last page in a forum, you'll see non-existent threads that were last posted on 31 December 1969 or 1 January 1970, depending on your timezone settings.

Last activity defaults to 0 if there is no data for it. Given Epoch is 1970, the 40 year thing just points to the nation being borked.
