Gif banners and their sizes/formats

Alright so I have two questions

1) Why is the size of Gif banners limited to 107 by 71?
I understand limiting the file size but why the resolution?

2)Why not support WepP? We could have higher quality Gifs with that format.

Because admin slightly disapproves of animated flags.

It doesn't work on a lot of browsers.

If they're not in the GIF format, they're not GIFs

If all you want is an animated image format with truecolor support, APNG is a better alternative. It's supported on more browsers and is lossless.
