Ghost Nations

Strange things are happening in the global census. Nations with a population and other random stats of "0" are popping up. Could these nations be just created, or perhaps nations from the boneyard, beyond the dead? Let them be known as Ghost Nations, because of their region, __ghost__, which doesn't even seem to exist. What should be done?
