[Bug] Can't send regional TG with stamps while RO

For IC reasons, I did not want to send telegrams to my entire region utilizing the Communications power. I had it revoked to have it send with stamps instead so I could maintain my other RO powers, but I am still unable to send the telegram. Instead, I received the following error:

"Sorry, only nations with Communications authority may wire free Mass TGs to their region.

New Officers are also required to hold office for at least 26 hours."

It does not seem there is a way for regional officers to send mass TGs unless they have Communications power.

This is correct. It's not a bug so much as a missing feature: There's no button that allows Officers to toggle between "send as free TG" or "send with stamps."

Since there's no button, it defaults to the position that ROs probably don't want to use stamps to TG their own region -- which is usually right (and better than players being surprised to discover that they just spent stamps), but not always.

Still, it sounds like if you are made a regional officer other then a communications one you become unable to send a mass telegram to the whole region, while if you were not a regional officer you could do it with stamps?

That's correct!

Obviously sub-optimal, but I think the danger of ROs accidentally spending stamps is a bit high if we changed the default.

This seems quite unfair to people who are non-communication ROs, and also very counter-intuitive.

Wouldn't a better default be the following: check whether the RO has communications power first, then if yes default to "send as free TG", if no default to "send with stamps"? That way, there is no risk of accidental stamp usage, and non-communication ROs are not deprived of their ability to send mass-TGs.
