Capitalist Paradise/Socialist Policy?

The cleverly named Valrifall (recently refounded after some time) is both classified as a "capitalist paradise" yet seems to also have the recently-added Socialist policy with private enterprise illegal. This feels as though this shouldn't be possible.

Your government category is determined only by your freedom scores. Basically, while you've nominally outlawed private enterprise, you have so many other economic freedoms that you end up in the upper bracket for economic freedom anyway. This is rare (probably rarer than the opposite of nominally allowing private enterprise, but regulating it so heavily that you get considered socialist for the purpose of government categories), but by no means unheard of.

EDIT: but, wait, just checked and Valrifall's Economic Freedom is situated at -8, which seems rather low for it to count as a "Capitalist Paradise" after all, it's below 79% of nations.

Economic freedom is really on a 0-100 scale. For the purpose of World Census sorting, there's an artificial -100 added for socialist nations to ensure they come before capitalist nations, but this is ignored by all internal calculations. For the purpose of internal calculations, your economic freedom is 92, not -8.
