I believe this is the appropriate place to discuss such things.

I'd like for a new type of Security Council resolution to be considered that stops target nations from using telegram stamps.

Much like how a 'Liberation' stops regions from creating passwords, I do not think this would be 'metagaming' or the like as the primary function of telegrams from an IC perspective (the perspective of the WA) is to make national/regional announcements as well as make correspondence.
