The WA delegate is the nation in your region with the most endorsements.
This is updated every 12 hours, at approximately 5:00 and 17:00 GMT (Conversion here http://www.timebie.com/std/gmt.php?q=5)

So you don't get a choice?

No.
You’d just have to convince people to endorse them.

You can choose which WA nations in your region to endorse, but no one person (including a founder, executive or otherwise) has control over the delegate.

In your region, you could make Hitztonia delegate if you endorsed them and they did not endorse you until after the update (I'm not sure how the game would respond with no incumbent delegate)

You do, if they're elected. Which is usually done through a poll.

Although since 2015, the founder (and, if executive, the delegate) can appoint Regional Officers via the region administration page; you can even pick and choose what permissions each one has, such as border control, official communication, and polls. I have even appointed a regional officer in my own region of just four nations.

So I can do a election and then how do I appoint them?
And how would I turn off WA Delegates

You cannot appoint them.
They must have the most WA endorsements.

You must make sure they have the most endorsements at the update.
What do you mean by 'turn off' WA delegates?

I remember when I was creating my region, there was a setting that said there is no Delegate

You can set the delegate to be non-executive, but you cannot 'turn off' the delegate position, except for by leaving it unoccupied.
