I think that an "Executive order" like feature would be nice. You could use it to instate polices without having to wait for issue to arise but you would only get 2-3 a day.(Not a definitive number)(all just an idea) Any one else have input for this?

How about 1 a week? Or month? 1 to 3 a week is way to much. Also how would you implement this? It seems hardly applicable to the site and be a pain to code.

Also seems like a cheat system for lazy and inpatient people to use who can't be bothered just to wait.

Well significant restrictions can be put on it, so people have to wait to a certain extent, just not as long as they would for issues.

Yeah the 2-3 is just a place holder number. As for the code I'm not sure since i'm not familiar with coding
