Program for making currency?

Hi, I was just wondering if anybody knows of a program which I'd be able to design a banknote a bit like this.. I have Inkscape and RealWorld Paint, but I have no Idea how to use Inkscape. If anybody has any other free programs that they could recomend, please do so.

Do you think you could download MS Paint or Gimp? I personally use MS Paint to make flags and other symbols, and I think it works well.

Yeah. I had already seen that article, but I'm not sure how to rotate the patterns, like they instructed.
