We're having some network problems related to the DDoS attacks. As stated in those threads, expect random and intermittent problems elsewhere for a bit.

I'm running Darcania's NationCogs on my Discord bot, and I'm seeing this message in the log files:
nationstates.NScore.exceptions.APIRateLimitBan: Nationstates API has temporary banned this IP for Breaking the Rate Limit. Retry-After: 890

Is this related to the problems described above? What's causing these temporary bans? Is it a mitigation tactic? ~~What's the value of that 890? Is that seconds? Minutes? This wasn't a problem before the DDoS attack.~~Just saw it's 15 minutes.
