Issues are random. Not all nations are eligible for all issues, but they are assigned randomly from the issues your nation is eligible for.

What do you mean?

If you hit the cap, you will stop receiving issues until you answer one to make room. Once you do, you will receive an issue that you are eligible for at the time you receive it, not necessarily one that you were eligible for at the time you hit the cap.
