Issue #995 despite having vat grown citizens

My nation has the No Sex/vat grown citizens policy, and i just got issue #995 "A Cup Runneth Over" which specifically deals with mothers having biological sex and children to cheat welfare, which doesnt make much sense.

More straightforwardly: use the "help us fix old issues" thread for stuff that's visibly wrong before you answer the issue. Use the "unusual issue effects" thread for stuff that only turns out to be wrong after you answer the issue (or at least obtain reliable data on what happened after someone else answered the issue).

You know, the editors do read both threads. If it's really that hard to tell where something belongs you can just post it in your best guess. Worst thing that can happen is that people will get mildly annoyed at you and point you in the right direction.

Also, this is drifting from the original topic of the thread. It actually took me a few moments to realize that Luna Amore's "fixed it" was referring to the actual issue validity problem from the original post, rather than the which-is-the-correct-thread confusion that we hijacked the thread over.
