I've recently solved an issue that cancelled the Socialism National Policy, how do I reinstall it?

When you open a new issue, look at the URL. If the issue ID is 104, 255, 472, or 851, then it contains a response to enact socialism (the third, fifth, first, and fourth responses, respectively).

Bear in mind that you may be invalid for certain options, so even if the revolution-restoring options are available, the order may have been shifted if previous responses did not appear. You should read the issues in question, and if it doesn't seem like it would logically give you the policy back, it likely won't. (Stat changes are often arbitrary and nonsensical, but policy changes usually make sense.)
