Universal Healthcare Policy Question

I was wondering what the trigger for the "universal healthcare" policy was. My nation has excellent healthcare and a socialist economy, but I don't have the policy. I always figured that it was because I had the "socialist" policy and it was implied that healthcare was universal, as I had only ever seen "universal healthcare" on non-socialist nations. Recently however I noticed that a nation in my region has both policies. Is it just impossible to acquire universal healthcare as a socialist nation, but if you already have it when you adopt socialism it stays? The nation in my region that I referenced only became socialist a little while ago, while I was socialist before the policy feature was even added. If so, is this something that is intentional/could be fixed or will I just have to live without the policy?

Healthcare is a very important issue to me and I would like to have the policy reflect that since it's clearly not mutually exclusive with "socialist," but I haven't gotten an issue about it the entire time I've had a nation, which seems statistically unlikely.

I too got the policy before switching to socialism, but I’d imagine it’s possible to get the healthcare policy once you answer an issue in a way that triggers it.

I can find no evidence that socialists are restricted from receiving #48.

I've seen at least one get #117 too, though it looks like it shouldn't happen and the last sighting was more than 24 hours ago, so it might be a fluke from banking an issue and answering it later.

#337 is an option too, though I'm fairly sure it requires your nation to already be in the dumps.

They will not get #771 or #748, however.

My current data records about 2.78% of nations have both the Universal Health Care and Socialism policy, which is only slightly less than the 3.17% (12.78% Universal Health Care * 24.83% socialism) that would be expected if the policies were uncorrelated.

A bit surprised that Socialism is more common than Universal Health Care, though...

Thank you for the response, that is very helpful. I must have just gotten unlucky and never received issue #48. Hopefully I will at some point. I too am surprised that Socialism is more common than Universal Healthcare, actually. I'd bet it's because more issues can lead to socialism, probably the same reason my nation is socialist but doesn't have universal healthcare.

Yes, basically you are correct. There are many more issues that ban capitalism than there are issues that explicitly establish universal healthcare.

Note that socialism + healthcare spending doesn't automatically mean universal healthcare anyway, either semantically or in game rules. After all, you could be spending money to provide healthcare to a political elite, or on specific health schemes rather than "universal access to healthcare, free at the point of delivery".
