In below median rankings (but especially those that are 99% or 100%), would it be possible to display the percentage rank from the bottom instead? Currently the top 1% is shown to within 0.1 percentage points, but this precision doesn't exist at the other end. It's possible to calculate it from the precise numbers on the details page, but it'd be neat to see something like "bottom 0.1%" or "bottom 0.5%" on the list (https://www.nationstates.net/detail=rank).

(Alternatively, "top 99.9%" or "top 99.5%", but that reads a bit awkwardly.)

Would it not be better to switch to "Bottom x.x%"?

I'll just chip in that "bottom 0.1%" and "top 99.9%" are not exactly the same thing - in fact, they're mutually exclusive. If you're out of 1999th out of 2000, then you're in the bottom 0.1%, but the top 99.95%, not just the top 99.9%. If you're exactly in the middle, such as being 5th out of 9, then you're not in the top or bottom 50%.

This isn't really a reason against using either version, it's just something to keep in mind.
