Embassy sorting is unwieldy

Sending embassies to the top of the list is the only option, cant send them down or send them to position <x>

Click & dragging would be the most ideal option, Send to top/bottom & 1 up/down is also a nice addition

I'm surprised this hasn't been suggested before. It can be quite bothersome sorting them and I feel like because of it most regions simply leave them in the order of creation, instead of sorting them from closest ally to mere acquaintance.
