Not Receiving Special Edition Issues

I haven't received any new Special Edition issues. I have a population of 2.3 Billion, but I haven't received any issues to give myself a leader or religion. It says Unlockable Awaiting legislation, but no issues about them have come. Any help? Thanks.

So I have had the same problem, and I did everything in this thread and waited about 2 months. Do I still need to keep waiting is is something wrong?

Im having a similar issue but it is only for my religion issue. It wont appear at all even though I have been doing the issues I receive whenever they are available and I have nothing restricting issues.

There was a previous post addressing this issue.

Apparently, there was a recent change that made it so nations with low religiousness wouldn't receive the special issue.

But, someone dropped in to say that the matter is being discussed behind the scenes; so there may be a change to that.

I am also experiencing this problem, but for the Leader issue, not the religion issue. I've had sufficient population for some time, and I check my issues daily, but the special issue has not shown up.

You've definitely received the Leader issue. I can see it when I check what issues you received. I can't be sure when.

Depending on when you received it, it's possible you pressed an answer that didn't then lead to having a leader, or alternately that you dismissed it. We changed the issues last summer. Please see this post for more information.

It should come around again at some time. They all will come back at some time.
