Apparently, it's from somebody replying to the automated API recruitment telegrams I'm sending out using this client.

Now, I assumed that since "recruitment telegram" is toggled, that would mean that the API system would send telegrams marked as "recruitment" so it gets filtered correctly.

So help me out here; if somebody that blocked recruitment telegrams is getting one of the automated API telegrams being sent through using nstg-web, what's the glitch? Is it something on my end or is it something wrong with the client, or something wrong with NationStates API?

As MD says, you need to fix your template. The "recruitment telegram" option in nstg-web only enforces the recruitment TG rate limit; it does not mark the outgoing telegrams as recruitment.

If you think the program isn't sending messages, check your telegram return stats on NS proper. If messages have been sent, it's just that your telegram isn't attractive to new players.

No, in my experience with this it works fine so long as you’re on the same account as its’ tab. It even works when you aren’t on the same window, although if your device is sleeping (at least if it’s on a chromebook, like just has the screen shut and isn’t actually off), it doesn’t work.

This is why API telegraming works best when it is run 24hrs a day on a device that doesn't need to be shut down (like a server), and doesn't need you to constantly look after it. That is not nstg-web's strong suite, as a trade-off for its low set-up prep.

This program can still be a significant long-term advantage if expectations are pretty low and a more complex script isn't an option for you.

That might be more to do with the contents of your telegram, at that scale, if it's a generic tag:new.
