An Option to Highlight Active Policies We Don't Like

The new Policies Page is a great new feature, but sometimes you may want to transform your government, and some policies enacted long ago are inappropriate for the RP you're going for. Perhaps we could highlight or select a box that increases our chances of finding the issue which will allow us to negate a policy?
Perhaps a "Special Edition" stamp on Issues that have an answer that will change active policies?
