How do i get the banner ....?

Ive been looking for banners I can obtain without screwing up my country and I came across one called "Strange things going on" and the only description on how to obtain it was "be strange"...that's not very helpful. I also found a couple of banner I should already have such as change national identification or reach 1billion with great economy.
Are these banners linked with certain issues or are they arbitrary and are given only when the game feels like it. Also......the banner "Handheld" (ingenuous by the way) says in order to obtain it I have to "stay out of the bedroom"....I completed an issue several weeks ago dealing with the bedroom yet I don't have the banner.

well that explains why I haven't gotten it yet.

Some are linked to specific back end policies(like bans cars or not) some are linked to a stat, some may be linked to specific issue choices. Most are a combination of them. The only people who can say for sure exactly what unlocks each banner are the staff members that have back-end access and they probobly wont talk. From the description I'd guess that that banner is unlocked by getting your Averageness stat below a certain level, that is, take issue options other nations aren't taking often.

I can say it's not homosexual rights, since if it was I would have it.
