How to create embassies between regions?

Just what it says on the tin. I've been trying to do this and for the life of me I can't figure out how. Han anyone please help? Thanks!

So you wanna build embassies... well that's easy! All you gotta do is..
1. Go to the region page.
2. Click Admin
3. Scroll down, and if you see a button named "Request embassies between [region] and [region]", click it
4. You're all set!

I believe you have to do that in another region in order for that to happen.
