Find Factions for N-Day

I noticed you can't search the factions list. It would be nice if we could do that. Just a thought.

Also, region pages should list factions associated with that region.

To easily check which factions your friends/enemies have (or if they have one at all), and to prevent one officer from accidentally creating a faction when another officer in the same region already has.
