sometimes, many of us post spam messages in the regional headquarters.

The solution is this:
Allow the founder and delegate to clean up the head quarters and to ban someone to speak in the head quarters.

Founders can clear the RMB by posting 10 messages, the spamming rule doesn't apply to them, they can simply say 'founder clearing spam' or something 10 times.

Founders and Delegates can ban people from talking on the RMB, by ejecting and banning them from the region.

If these two features aren't enough to stop a spammer, file a Getting Help Request and the game moderators will deal with the issue much more effectively .
