So, for example, "50% of nations chose Option 1, 20% of nations chose Option 2, 20% of nations chose Option 3, 10% of nations dismissed this issue"? How will this work, given our scales of Averageness/Ideological Radicality?

Yes, this is idea, showing the percentang and the number of nation who choose the option.

If you at first time choose the option 1 ,but in the second time what you have the same issue change idea and choose the issue 2 (adding 1 at option 2's counter,an d removing 1 from option 1's counter choosing precendentely), if a nation deceased, the choices will be cancelled from the counters in all issues (-1 in all options choosed by nation in the issues)....

It's your nation. You should be the one making the decisions, not an average of other national responses. The system you propose would simply make the highest percentage choice even higher, due to the "lemming effect" as lazy players used it for guidance. I'm not seeing a game benefit for this.

This counter will show after your choice, not before...

Such stats would be meaningless. There is a wide variety of nations from anarchies to dictatorships that will choose differently based on their goals, what would the numbers mean?

I would be interested to see such statistics, but maybe don't show them in such proximity to actually answering the issues. Maybe make a post about it in "Got Issues"?
The side effects of hearing a view you disagree with can include confusion, nausea, and vomiting. Just try and listen to someone say anything politically incorrect without doing any of those things. Obviously, then, we have to consider the precious feelings of everyone we talk to. Some people don't want to be triggered, guys. It's their right as Americans.

I would prefer to see this on a game info page somewhere, rather than part of the issue-answering process. That allows you to have a look at selected issues at other times, rather than waiting for them to come up.

If this goes ahead, then an "issue" shard in the API might also make sense.
