Repeating issue

Issue no 787 ("Come Fly with Me?") was accepted yesterday, so, as the author of that issue, I got it in addition to the five issues I had yesterday. However, it's just reappeared in today's issues. Is that meant to happen?

Might just be a weird coincidence. It's not supposed to keep happening, though, so let us know if it's an ongoing thing.

It's pretty common actually. The game generally wants to not give you the same issue you got previously, but it does not recognize your nations receiving the issue automatically as the author for that purpose. The game also wants you to get issues you haven't previously received (and maybe just new issues in general?). When I was just a normal issue author and had no throttle on the rate of issues received, I almost always got issues I authored and was eligible for again within a few days.

Definitely this ^

However, there is still a lot of RNG involved in the process as well. On one of my old nations, I got an issue 3 times over the course of 4-5 days (and this was back when it was 2 issues per day)! So while Ransium's explanation is the most likely, issues repeating is just a reality of the game's structure.
