Hello. How do I "unlock" such changes as "ruled by @@LEADER@@ with an iron fist" in my nation's description? Or customize its prefix like "the ______ of Leathus?
Are there specific issues for this, like the nation's capital one? If so, which?

Ah yes, these are unlockable features. There is an issue that will let you change your leader, you will know when that is and custom pre-titles are open as soon as you hit 500 million.

You gain the custom pretitle automatically at 500 million people. The capital city, leader and national religion all require issues (#241: A Capital City For @@NAME@@? [Sirocco], #242: Follow The Leader, [Sirocco] & #243: A Question Of Faith [Sirocco])

You gain the custom pretitle automatically at 500 million people. The capital city, leader and national religion all require issues (#241: A Capital City For @@NAME@@? [Sirocco], #242: Follow The Leader, [Sirocco] & #243: A Question Of Faith [Sirocco])

... and each of those three issues also has a population requirement (250/500/750 million, or 250/500/1'000 million? Sequence? Unfortunately I can't remember...), too.
