If you mean your region's factbook, you can't, unless you're the Founder (the person who created the region), and if allowed, if you're the World Assembly delegate who has access to your region's regional control. If you're not the founder nor the World Assembly delegate, then you're out of luck, unless you suggest to one of those two people to put in a change.
EDIT: Generally, the world factbook is just a message about the nature of your region, what it's about, what it believes, blah blah blah; it's up to the Founder and/or World Assembly delegate to decide what to put in it.
