This SC resolution has some 175 approvals and did not go to vote at the Monday major update as expected. Why is this the case?

That's strange. Proposal holds are being tested in the General Assembly right now.

If it is currently being held, then there should be something which says that it is being held. That doesn't appear to currently be the case.

That's the thing, it isn't being held. That's a SC proposal, and CD is correct in saying that we're only testing the GA right now... Unless a techie flipped the wrong switch when implementing the SC code... In which case the hamsters are probably trying to turn their wheels, but they're locked in place. I'll flag this for attention.

It's more than that. The SC is on hold, but the "All Proposals" filter is only showing 'Discarded' proposals (council=0) - and not the proposals active in the GA (council=1) and SC (council=2).

This should be fixed now, so the proposal will reach the voting floor next update.

Are you allowed to disclose why this happened in the first place? Does it have anything to do with the hold function in the GA?

Yes, although not directly. I changed a function and didn't realize the daily update had some ancient code that relied on that function acting in an unintuitive way. As a result, it looked at the wrong proposals when trying to judge whether there was anything ready to promote.

Twenty minutes into the first update after [v] said it was fixed, and the proposal in question is still in queue. Methinks the brakes are still on those hamster wheels...

There's an active GA resolution now which I don't remember having quorum. Maybe the fix was applied on the wrong WA chamber?

EDIT: Aaaand it's gone.
EDIT2: SC resolution is now up for vote!

The new vote hasn't triggered the WA notification about voting, at least not on my nation - and I haven't voted on it.

I'm guessing the notification is from the GA thing, and those who clicked on it to see the GA bit didn't get the notification, while those who didn't check while "Gun Control Act" was at vote still have a notification, and open it to see the SC vote. Could be completely off here.
As always, I'm representing myself.

SC queue may still be a bit buggy? According to my screen there have been zero proposals awaiting approval since this morning (GMT), yet just saw this:

21/02/2017, 21:38:02: The proposal "Commend Evansvill" was removed from the floor.

I don't see the problem... a proposal was lodged and then removed by a moderator.

Sorry [violet], I should have been clearer - the notification of removal appeared to come many hours after the act of removal.

The proposal was flagged by Todd in the Illegals thread in the SC forum early morning my time. When I looked for it a couple of hours later it was not in the SC proposals list, so it appeared to have been removed. The notification appeared about 12 hours after I looked for the proposal. I can't see that it was re-submitted either.

Anyway, the system seems to be working properly now. Just wanted to clarify.
