Secretary General

Postby Morgantown West Virginia » Sun Feb 05, 2017 12:22 pm

The World Assembly,

REALIZING that The World Assembly is not organized with the WA Secretariat Council

MEANING that it would be good to add a additional level of regulation to the WA.

ALSO REALIZING that their will be concern about what powers the new Secretary General will have, proposes the following:

THAT the Secretary General will work with the WA Secretariat Council to eliminate joke proposals from clogging up the queue.

IN the event of a dispute between the WA Secretariat Council and a nation that proposes a resolution, that the Secretary Council will act as a arbitrator to settle the dispute.

THAT the Secretary General will try to make every nation have as a equal say as possible.

IN TURN, will make the WA more democratic, and support small nations, and WA Delegates from smaller regions.

THAT, only in the event of a tie that the Secretary General will vote in order reach a decision on the resolution.

ALSO REALIZING that there might be concern upon how the Secretary General could eliminate joke proposals in the Security Council, that would favor his/her nation's or region's interests

THAT the new Secretary General will be banned from having any involvement in dealing with Security Council business.

ALSO that the General Assembly can at any time vote on resolutions adding or removing powers from the Secretary General

IF APPROVED, a election will be held for a Secretary General will be called for in the near future

WHICH with each region either sending its delegate, having a primary, or not wanting to send any candidate at all

WILL have four rounds of voting, were a quarter (25%) of the candidates receiving the least amount of votes getting eliminated

WITH at the end the winner becoming the Secretary General immediately

Therefore,

The World Assembly creates a new Secretary General position, and on that reason

Approves "Secretary General"

I was told that this was a illegal resolution, but if it is, I would still like this to happen. So how can that happen?

Ok, so first of all, joke proposals being submitted are very rare. Secondly, mods are already all over it when someone submits an illegal proposal. Thirdly, there was an April Fools joke election for the Secretary General. Fourthly, ties are rare, if not impossible in the WA, so it is redundant.

Ideas can be made to improve the idea of the resolution.

Forget the idea of a resolution. There's virtually nothing to salvage there. However, you're in the right place if you want to discuss changes to the game.

Most of what you want is already covered by the GA Council. The idea of promoting a single player to make decisions that affect all 165,495 nations in 19,423 regions just isn't going to fly. Even the mods don't work solo. We're accountable to our peers and the admins.

Putting a popularly elected candidate in a position of power over the proposal queue is a really bad idea. It could be someone quite popular in the game who has no interest in the GA. It's quite simply a disaster waiting to happen.

Sorry, not seeing a thing here that would improve the game, in my opinion.

I liked the idea of the Secretary General being able to reorder the proposal queue (so important resolutions can be pushed ahead of others in the queue), and the badge etc. Not going to make a text wall about it though, just go to the other recent threads about it.

What if the WA Secretary-General was made a member of GENSEC? That would give them some power but the power would be diluted by the mod appointed GENSEC members.
