First and foremost, keep in mind that the backend of gameside NS is a horrifying frankenstein's monster, as far as I'm aware. Due to certain quirks in how the site was coded, making sweeping changes is difficult at best. Having nations not be assigned to a region would almost certainly require a good deal of effort.
That aside, I'm not entirely sure what use there is in having the regionless status, besides it being nice to have. Going through your list of suggestions, what do we have?
-Making embassies with other nations was never a thing in a gameside context. As things are, what's the problem with managing nation-to-nation embassies on the forumside, like it's currently done?
-And how would one manage a regionless RMB? Especially if it's restricted to those players that are regionless? It just seems like you're asking for the functionality of a region without actually having a region.
-As far as communication goes, TGs aren't difficult.
-For forgoing things like issues, last I checked, there was a toggle to turn them off in the settings.
-If people were undecided, why wouldn't they stay in a pacific outright? It seems to me that moving out into a regionless space is, in itself, a conscious decision, at least to not remain in the Pacifics.
-Conversing with people without dealing with embassies is readily doable through TGs/forums
-I would've thought that any nation that made the conscious decision to leave the Pacifics would be about as receptive to recruitment attempts as one that immediately moved to some other region.
-Pretty sure interregional disputes are usually handled through existing mediums already. TGs/forums/offsite. If it ain't broke, don't fix it, no?
