News bar help

In people's signatures I have seen "news bars". They are like little boxes that you can slide left or right and show text. How can I create one of these in my signature? Also I know how to edit my signature

Headline News: The Great General is now dead. DEFCON lowered to 1. Hetrican Bioweapon used by Unnamedland on Sjmick. Quarantine zone initiated. Admiral Major to take control. Military forces patrol the streets. Cans of Coka Calo are actually healthy says bribed doctor.

I would guess by using the pre tag. 

Lorem ipsum dolor sit amet, consectetur adipiscing elit. Mauris rhoncus velit odio, vitae viverra libero ultrices porttitor. Vivamus tincidunt maximus mi eu viverra. In hac habitasse platea dictumst. Proin hendrerit sodales elementum. Etiam at nunc odio. Mauris mollis tellus neque, at volutpat erat accumsan a. Nulla vulputate molestie nunc, ut blandit leo ultrices nec. Maecenas eu turpis dui. What you're talking about is the preformatted text tag. If the text is too long, it will run over, creating a scroll bar. For example:
