Alerting dead nations?

I'm not sure if this is practical or even doable... but I think it would help NS a lot if nations who had entered an e-mail received a message either a week before they CTE, or when they CTE , or both, just letting them know it happened. A lot of newer nations who make their nation... answer issues for a day or two... and then forget about the game may get a second chance at getting involved again.

Doable? Worth it?
