Well, at least I'll be playing Oblivion during the downtime, so I won't notice and freak out about NS not working.

I'm not an admin but I'll answer this anyway. The announcement only says that what it says, so nothing about new issues. There aren't any new issues unless players (or you) create some and submit them. This is the forum where they're drafted: viewforum.php?f=13

Got a different game to play in the meantime. I'm actually considering modding it to use NS stuff instead of RL stuff.

Hmmm... I should look into making my recruitment script recognize downtime.
