Government Spending Mysteriously Changed

I'm not sure if there is a thread on this but my government spending pie chart completely changed from what it was in less than a day. I originally had over 50% spent on defense, now it's 31%. I also eliminated welfare and now it's 4.9%. I don't know if this is an error or not, but if anyone knows what might be the issue that would be awesome. I spent a lot of time getting my government spending to be the way it was and it is a shame to see it suddenly changed.

Prior to the change I believe I completed the Issue for creating a capital
