Numbers written with an apostrophe are in dozenal unless otherwise noted.
For example, 0'3 = 0.25, and 100' = 144.

Ratios are measured in perunums instead of percent.
1 perunum = 100 percent = 84' percent

an idea for a better warning

I think it could be better like this example I thought of below

"We are sorry, but a moderator or an administrator has locked this topic. Because it is locked, you can NOT make any edits to your posts or reply further until it is unlocked. Please contact the moderation team if you wish to request that the topic is unlocked."
When is a nation not a nation? When it's a region!
