Yep. That was the first Foreign Affairs statement I ever had to write. The closure of relations was only posted on Taijitu's forums, I think, where it has since disappeared into deep archives; I've got a copy, but it's tucked away in our FA drafting area.
That whole saga is one of many possible examples for why Kandarin got his Commendation.
