I totally get your point, but I'm afraid sapient rights would be expanded to non-sapient animals with an "Universal" nomenclature.

Well Uni and Arumdaum, on second look it could be "Universal Rights" but the description of the Category should change to:

"A resolution to improve human and all sapient beings civil rights worldwide."

Why bother saying "human" at all? Presumably humans are considered sapient.

To be honest, OOC, no. I'd rather see a resolution passed telling member nations that they have to treat any non-human sapients within their boundaries as 'human' for the purpose of WA legislation -- unless they have a good reason why a particular law would be inappropriate for a given species, in which case they should try to grant alternative rights of comparable strength instead -- rather than have authors forced to word all proposals so that they would cover every conceivable eventuality in this respect.

How about "rights of self conscious beings" that way it is not completely universal (lets say cats and dogs would not have access to the bill) and it covers all situations for intelligent populations.

Given the WA is causing enough headaches for the Admins as it is, I'd be in favour of just staying with the status quo - 'Human Rights' being taken as covering other Sapient species/lifeforms/computer programs etc.
