Issue decisions are processed at either of the update times.

Update times:
Major: Between 12 midnight to 1 AM EDT in my experience - Exact ending time is variable, but can be verified by the new WA Rankings being published.
Minor: Similarly, between 12 noon to 1 PM EDT.
